I expect to see them without random makeup or random generated outfits I have only had this issue with sims that have grown into teens and not sims created as teens or adults in CAS What happens when the bug occurs? Random sims will have outfits wile in the nude, my current sim showers in a random outfit that was never given to her, I have also experienced it with other sims that I have played with makeup that they grew up from children to teens with and I’ll remove the make up on every single outfit but they will still have it when they are showering or in the nude.
